All the ads related to property that are issued in Dubai has to be given advertising permits and it is real estate agency’s responsibility that this happens. Property portals in Dubai must approve the permits for these ads through a link with DLD.

With these new rules, DLD wants to rule out all chances of over-selling or misselling of the properties through ads. The off plan market is getting active with new launches, which will launch more from September onwards.

Maximum honesty in the buying and selling of property and in the marketing of these is what DLD is aiming for. The new rules on these ads is especially for the resale market. Developers must get permission for prior approvals. The property agents and portals will need to fill up a Form A under the new DLD rules, in case they want to advertise any unit, either on online channels or offline. Form A is a requirement for all resale and leasing transactions.

Without a signed Form A, the agents are not permitted to promote the unit on any online channel. The portals have to verify the permits because they have link with DLD. At the time of new property sales, agents have put their own numbers which will stop. Everything is getting digital and highly interlinked. If the sellers or tenants do not have their contact details updated, there will be a big problem for them in case of any vital communication from DLD. The DLD wants to prevent fake ads that are coming into the promotional space and end up being attractive to potential investors or tenants. Dubai already has rigid rules on how the properties can be advertised. The latest rules need to be taken into account now. For sellers, it is good because they get a confirmation on the price that has been advertised. For real estate agencies, it makes sure that there is fair competition, where unless the agency has a valid permit, they cannot advertise any property. Dubai has an amazing framework in place, but the latest set of rules will further grow the reputation of the emirate as one of the best cities to work and live and will make sure that the renter, seller, agent and tenant- all enjoy a smooth experience.

How do the new processes work?

To get the advertising permits, the agents have to complete signing of an e-form with the property owner. This process of signing the form with the owner is digitized by DLD and needs the confirmation of property owners through the REST app. For the process to be finished, property owners must make sure that their contact details are updated in the records of DLD.

Penalties for Non-Compliance

In case of non-compliance by the portals on validating the ads, legal measure will be taken, which could be blocking or stopping the site from publishing ads. The DLD authorities will also apply violations if they don’t follow these new rules.
